§ 01 Requirements

What Local Law 126 requires.


Statute

Under New York City's Local Law 126 of 2021, owners of parking structures are required to perform periodic condition assessments at intervals defined by the Department of Buildings. The assessment must be conducted by a Qualified Parking Structures Inspector (QPSI) — a licensed Professional Engineer designated by the NYC DOB based on demonstrated expertise in structural evaluation and garage systems.

These assessments involve detailed inspection and evaluation of structural elements to identify deterioration, assess safety conditions, and define necessary repair and maintenance measures. The QPSI signs and seals the resulting condition report, which is filed with the DOB and informs the structure's safety classification — Safe, Safe With Repair and/or Engineering Monitoring, or Unsafe.

Properly conducted, a QPSI inspection extends the service life of the garage, reduces deferred-maintenance risk, and gives ownership a clear, prioritized roadmap for capital planning.

§ 02 Process

A four-step path to a signed and sealed report.

Step 01

Document review & scoping

Review of available drawings, prior reports, structural amendments, repair history, and inspection records. Walk-through to confirm scope, access logistics, and any owner-flagged areas of concern.

Step 02

Detailed field inspection

Visual assessment of all accessible structural elements — slabs, beams, columns, walls, joints, drainage, waterproofing — supplemented by sounding, crack mapping, and selective probing where conditions warrant.

Step 03

Engineering analysis

Where deterioration, distress, or capacity concerns are observed, the team performs structural analysis to evaluate residual capacity, prioritize repairs, and identify any conditions requiring immediate engineering monitoring.

Step 04

Signed & sealed report

QPSI-signed condition report filed with the NYC DOB, including the safety classification, photo documentation, deficiency log, recommended repairs, prioritized scope, and a capital-planning timeline.

§ 03 · Qualifications

The designation, and the practice behind it.

Adriano has participated in numerous parking garage assessments across New York City, covering a wide range of structures varying in size, material systems, complexity, and condition. Building on his extensive experience with existing structures and structural investigations, he developed deep expertise in condition-assessment methodologies and repair strategies.

In March of 2026, following an evaluation process and interview with NYC Department of Buildings representatives, he was awarded the QPSI designation — formally recognizing his qualifications to lead these mandated inspections.
